Organizational Setting and Reporting

This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The Supply Officer will be based in Bouar and cover the Life Support Functions leading a team that oversee General Supply, Fuel and Rations.

Responsibilities

The Supply Officer will be responsible for the following duties:

  •  Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services.
  •  Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization’s requirements for machinery, equipment, tools, materials, services, supplies, food aid and utilities.
  •  Designs, develops and updates relevant software for tracking, reconciliation, and costing purposes.
  •  Initiates actions leading to procurement, maintenance and disposal of items.
  •  Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation’s (UN) requirements.
  •  Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements.
  •  Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources.
  •  Develops plans for redeployment of assets when Missions are liquidated.
  •  Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  •  Maintains accurate allocation and control of all equipment and stores received, stored and distributed by the mission.
  •  Manages field supply delivery operations.
  •  Prepares Receiving and Inspection (R & I) Reports for submission to Procurement Unit.
  •  Monitors Third Party Agent procurement status.
  •  Reviews, prepares, defends supply-related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements.
  •  Provides guidance to or supervises new/junior staff.
  •  Performs other duties as required.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Technical or vocational certificate in business administration, public administration, engineering, law or other relevant field is required.

Work Experience

A minimum of ten years of progressively responsible experience in supply services, administration, logistics, engineering, project management or related area is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first-level university degree. A minimum of 3 years of experience working in a challenging conflict area is required. At least 1 year of experience in Contract Management in humanitarian operations, development contexts, or complex emergency settings is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
